During his tenure at the University of Idaho, Milligan served as professor, department chair, and associate dean of the College of Engineering. As department chair he established and reached a goal of having all of the civil engineering faculty registered as professional engineers. Milligan is a member of the Idaho Society of Professional Engineers, the American Society of Civil Engineers, Phi Kappa Phi, National Association of Groundwater Engineers and Scientists, American Society for Engineering Education, and has served on the Idaho Board of Professional Engineers and Professional Land Surveyors, and the National Council of Examiners for Engineers and Surveyors (serving as Consultant to the Exams for Professional Engineers Committee and as a member of the Civil Engineering Examination Subcommittee). As a professional society, ISPE promotes and recognizes quality engineering work and provides professional development opportunities for Idaho’s engineers. The organization has a public information program to demonstrate how engineers and engineering affect the daily lives of Americans. Growing the next generation of engineers by providing programs for elementary through high school students is also central to the mission of the society.
